Experienced drivers and even novice motorists know very well that if their 'neighbor' in the parking lot is located incorrectly, problems cannot be avoided. Leaving the parking lot, as well as parking, should be done with utmost care, but even here difficulties often arise. Spontaneous parking is an unpleasant, but widespread phenomenon that interferes with the normal movement of cars and creates the risk of road accidents.
Will they not notice us?
The rhetorical question: 'Where can I park?' is relevant for every driver, but not everyone can do it correctly for many reasons. And if earlier it was problematic to prove and, accordingly, punish for violating parking rules, the new law recognizes photo and video recording as evidence of an offense, which should contribute to the inevitability of punishment for this deviation from traffic rules. In addition, stopping or parking a car in places for the disabled by persons without documents confirming their rights or identification marks will also not go unpunished. Even renting a car will not save the offender. A photo of the vehicle from two angles by a police officer or a person who has the appropriate authority to do so, with the date and time (can be set on the camera) will be an unpleasant surprise for regular offenders. The law stipulates that a photo or video recording can be taken by an inspector or other authorized person in order to record the fact of the violation, including the date, place, type of vehicle. Therefore, it will be easy to prove the fact of illegal parking.
Innovations in car evacuation
In special cases, the law provides for the evacuation of a car even in the absence of its owner. The relevant services will take away the car if:
- it is left on a road with an intersection of two lanes, which interferes with normal traffic;
- signs regulating parking or stopping rules are not observed;
- it is parked at various crossings (tram tracks, railways), zebra crossings, closer than 10 meters on both sides (a common type of violation), etc.
Evacuation is also possible if the driver violates parking rules (parks the car sideways, in two spaces at once), leaves it on a lane intended for public transport, a bike path, interferes with the work of utility structures. After photographic recording, the inspector is obliged to immediately notify a representative of the national police. The law provides for the need to notify the owner via mobile phone or e-mail about the location of the evacuation, indicating the contact person, so that it is easier to pick up the car.
What's new in terms of payment
Fines for traffic violations are now imposed even in the absence of the owner of the vehicle, and information about him, unlike information about the location of the car after evacuation,will be sent to the postal address (at the place of registration) within a few days from the date of the ruling by registered mail. You can pick up the vehicle immediately after paying all costs and a clearly stated fine for the violation. The new regulation also introduced another innovation - contactless payment. Cash payment to the inspector at the scene of the violation, including for violations of parking rules, is subject to a fine of fifty to seventy non-taxable minimum incomes of citizens. Payment of seventy non-taxable minimums is intended to cool the ardor of those looking for easy money. Non-cash payment eliminates the human factor and minimizes the possibility of corruption. In addition, there will no longer be any concessions for cars that drive on European license plates. Their owners are obliged to pay fines on an equal basis with other citizens, and although the car itself is not subject to state registration, the owner or the company to which it is registered will receive a well-deserved punishment.
