- 'No' to chaotic parking: innovations in Ukrainian legislation
The Verkhovna Rada of Ukraine has taken the problem of unloading city roads seriously. The innovation is intended to tighten the rules for parking on the streets of Ukrainian cities. Now the police will have the right to tow away a car if you left it in the wrong place and issue a serious fine for failure to pay for parking.
I came, but the car was gone
Not long ago, the Ukrainian parliament adopted law number 5364. The main ideological lines in it are the possibility of towing away cars of irresponsible drivers and fining 'parking boors' who violate the conditions of stay in paid parking lots. So, if you left your personal or
rented car in a 30-meter zone near a public transport stop, closer than 10 meters from a pedestrian crossing or a repair site, the car interferes with oncoming traffic, is on a railway track, a bridge or in some other places specified by law, the police can freely tow it away. The message will be sent via SMS or email. The car owner will be able to return his property only after full payment of fines, tow truck services and the fee for storing the car at the impound lot. Inspectors will have to record all manipulations on camera and note them in the penalty order.
Pay now or pay 20 times more later
Large fines await car owners who ignore paid parking rules:
- MPs decided to charge violators of paid parking conditions 20 times the hourly rate;
- A car owner spotted in a disabled or beneficiary parking space without the proper identification will pay a fine of 30 times the cost of an hour of service.
In addition to the police, municipal inspectors will be able to issue fines for blocking traffic, creating emergency situations, and evacuating 'obstructing' cars. Payment must be made strictly electronically and officially processed. Cities will be able to create such services at their own discretion.
Discounts and guarantees
The law provides for discounts for violators and guarantees that they will receive orders. So, inspectors must leave a copy of the issued fine on the windshield and record it on photo or video. The offender will receive a 50% discount on the fine if he pays it within 10 banking days.
